The Enforcer just had a Breaking News and showed satellite photos of the explosives on the reactor roof. They showed comparitive photos several days ago when they were not there.
The inspectors were not allowed to go on the roof when they checked out the reactor.
Apparently Putin had a meeting with Xi, and was told to remove the explosives.

So if the bombs are still there, why is Budanov saying it’s all good ?
The Breaking News was 20 hrs ago.
Maybe they removed them after Xi spoke with Putin.
