The minority ghettos are slums where the worst of this is festering. The program to stop this nonsense should be as follows.
1) Legalize immediate deportation of any foreign national committing violent acts and riot. Minimal court interference.
2) Bulldoze these ghettos, while withdrawing the welcome mat to new arrivals or returnees. Those who have behaved themselves since arrival may be allowed to stay.
