What about when the army is busy in a foreign country hiding in trenches?

Well, the French at least did well under Napoleon, even though he was technically more of an Italian. And the Spanish were the most powerful, and richest, country on the planet for a few centuries before the English managed to surpass their navy. The only ones who could compare to Spain at that point were the Turks, but Spain had them boxed up in the Mediterranean while the rest of the world was Spain’s playpen.
But it’s mostly peaceful.
