Actually since it was off an intersection ramp going downhill underneath, the witnesses would more likely be from the surrounding community which looks like business park and shipping type properties right up to the street and interstate. 95 drivers likely wouldn’t really know. Plus, this was at 6:20 which might not be that busy yet.

Too much paranoia here.

Sadly enough, the times fully justify a paranoid assumption as the default explanation for anything with serious, adverse effects. There really are people who are out to cause harm to others at any opportunity. And they are quite open about their intentions and even their detailed plans People just refuse to hear them.

When you don't have information, the best you can do is go with the odds. "The odds" of an innocent explanation for anything bad that happens have worsened in the few decades.

The transformation of a "paranoid conspiracy theory" into "established fact, old news, doesn't matter", seems to take about three to six months. It happens over and over.

If this incident was truly accidental, it should be easy to confirm that. Best for the authorities to come out as quickly as possible with investigative findings.

Accidents happen all the time. Traffic and vehicles are known for that. This happened to be one of the more spectacular accidents. Heck, We just got update last week on the spectacular accident near me on Baltimore Beltway which killed 6 construction workers in March. That was a big story even here on FR.

Again, what was the effect here? A bit of a disruption in traffic pattern. It was a ramp turning under 95 to enter a regular city street. How many people did it kill? How many neighboring businesses and homes did it destroy? None. Seems pretty lame for terrorism or government conspiracy.

Pretty lame terrorism. No people killed, no surrounding business or home destroyed, and located at the end of a regular lesser city street, not even the middle of town.

Why was an oil tanker traveling underneath I-95?

There's nothing suspicious about that. The truck was travelling northbound on I-95, took the exit, which requires you to drive down the exit ramp, then around under the roadway and into the city. Hundreds of cars and trucks use this exit every day. I've used this exit many times myself.

Not big enough. You drive around it. They will route it ok.

It was not a major road or a 360deg intersection. Terrorists love killing people. And they didn’t even make a statement by taking out lots of business. Plus, again this is a minor area. It used to be conspiracists grabbed onto major links like Building 7 since it has an important connection….but now anything is important enough. Moslems wouldn’t be that stupid to target something so unimportant.

I am actually retired now.

It is a great field. Every project is a whole new set of means and methods, but I do know the increase in litigation regulations, records, approvals, conflict etc are making it less and less about the actual fun of building.

Years ago when I complained about it to an attorney I was working with who specialized in planning commission and zoning appeals he said, You are looking at it wrong. You are one who understands and can work through these difficulties. Work with that strength and use it to get more work than your competitor.

I did and it did.

Exactly right. If an individual or a group plans to carry out a terrorist attack, their goal is to inflict as much damage and cause as many casualties as possible. This accident happened early on a Sunday morning, when the traffic is much lighter than at any other time of the week. If this were deliberate, it would have happened at rush hour during the work week. Also, if this were the work of terrorists, there are a lot of high profile targets in downtown Philadelphia that could have been targeted, rather than take out a piece of road. Yes, this is a major roadway, but traffic can be rerouted until repairs are completed. Sometimes an accident really is just an accident.
