No, they were never theirs. When the Soviet Union broke up and Ukraine gained their Independence in 1991, the Ukraine territory had the largest nuke arsenal in the world, placed there, serviced and maintained by the Soviets.

Those nukes ( like everything in Ukraine) was built by the Soviets, with Soviet know how and money. They had neither the knowledge nor the money to maintain them, it was the agreement, by treaty, the US would pay to have them destroyed….yes, the US paid a lot of money to have them demilled.

There has been much written on the subject, the fact is with out further help from “ new” Russia those nukes would have become worthless except for the raw enriched nuke material they held. As a footnote, that arms reduction treaty and destruction of those weapons was signed by Russia with the agreement NATO would NOT expand- but they did anyway- and here we are.
