I grew up in Orlando and returned recently to spend time with and care for aging parents. It surprised me how much Disney has gained in absolute financial terms while declining in relative terms in reputation and attraction for locals as an entertainment venue.
I also get the impression that Disney corporate went from wanting good relations between WDW and the local community to being determined to exploit WDW to the utmost profit, with disregard for the locals. I have no doubt that the investment plans for WDW in Florida are entirely a business decision.
