HAD) real value to Russian online propaganda efforts.
Lira and other shills use mass and frequency of content, not quality or skill. It is patterned, predictable, and easy to spot. If it is easy to spot, it is easy to recognize ignore. Russian propaganda is based on seeding and spamming, not quality or skill. The framework is too dated to have real impact outside of Russia, because the pattern is easy to track and identify.
These methods should have died off when the CCCP collapsed (sniffle sniffle cry cry have a hanky). As we have seen throughout the invasion, Russian decision making in all areas has regressed really hard.
