I don't even remember who that was. I was 33 in 1980, and had taken a job as a Correctional Officer with NY State's Department of Correctional Services at the time. I wasn't all that interested in politics at the time, but I can tell you, that working in Corrections over those 25 years, I sure as hell did get interested.
Seriously, how do you do signature verification? Sounds all official and stuff, but that is 19th century process. You can scribble anything you want. What low paid county employee in the elections department or temp worker is going to agonize over how close à signature match is, be serious. Like any election worker is going to be caught being meticulous enough to get in trouble. The name of the game is get done and count the votes, even signing checks is so silly. Does the bank even run checks through a scanner to match your sig on file? It doesn’t matter, cause there is a paper trail, which doesn’t exist in elections cause of the secret ballot.

In image analysis software, this is done via a difference engine. In essence, it uses the rules associated with signature analysis which was based on the FBI program. Things like angle of attack for the taller letters like T’s D’ and M’s. Spacing of the letters, size and composition of the o’s, etc. There is a whole field of study on this. The difference engine compares the ballot envelop signature to the one on file. If the difference exceeds the acceptable score, the ballot envelop is flagged for further human review.
