Interesting, thanks for the history lesson. But actually the one I was thinking of was shot down by the Coastal Commission just last year, unanimous vote.

I don’t care what they “claim”. I have had to debunk this myth over and over. We are talking Los Angeles, get Google Earth and look... Nothing but backyard swimming pools, green lawns, green parks, artificial lakes, and golf courses.
And on top of that just their habits alone are wasteful. Changing oufits three times a day, washing their cars three times a week, hour long showers, Etc. Etc. Agricultural use ain’t nothing in comparison to “City culture” water use.
Thanks for the info…. Sounds like industrial scale desalination for potable water has been killed off at least twice in California. I didn’t know that.
