So that’s the way it works … pay $25 to be further indoctrinated and get a higher salary.
Exactly what tangible skill are they learning to teach more effectively. The baseline should be when teachers graduate college they have the knowledge of the subjects they teach. That’s very static in anything k thru 12. (Personally I seriously doubt their basic knowledge.) Ongoing professional education should focus on honing teaching skills - stuff proven to be effective. It’s not rocket science. It’s the basics that only require a modicum of focus and intelligence.

Four years ago, non-Hispanic whites represented only 15% of New York public school students. I suspect they mostly reside in white and Asian areas in the outer boroughs. Whites in Manhattan are usually users of private schools or are childless. That percentage has likely declined due to COVID lockdowns and increased crime. Perhaps the fact that NYC is, geographically speaking, five cities has prevented the elimination of whites from the public school system.
