“Taking an L” in general refers to “taking the loss”, which originates in sports statistics (particularly since Wins and Losses are shortened to ‘W’ and ‘L’). In modern Internet usage, someone is usually told to “take the L” if they’ve lost an argument to such an extent that there’s no point in them continuing on.
With this in mind, an “L” is just shorthand for loss. So this is another geopolitical loss for the Biden Administration.

Venezuela took over Chevron’s facilities. Chavez put his political friends in key positions to run the refinery and other facilities. They didn’t spend any money on maintenance and directed most of it’s profits to Chavez.
