Yes, Nifong acted improperly from the get go for Political PR, intending to use the notoriety of obtaining rape convictions to carry him into higher office.
He knew from the start that there had been no rape, and he manipulated the court process to deny due process to the young men falsely accused.
He was disbarred for that, and the disbarment effectively ruined his political aspirations for Attorney General, but that was effectively the only punishment he received.
