While not mentioned what makes it worse is that the so-called level which is considered proficiency for any grade is horribly low compared to 50 years ago or even 20 years ago.
Thus when over 50% of the students are not proficient in 8th grade math what you’re saying is that over 50% of the students can’t perform fourth grade math in the real world.

The only other option would be to place courageous, educated adults in charge of the system and let them do the right thing. Even them, it would take a generation or two to make a comeback.
But where would you find courageous, educated adults young enough to tackle the problem?
It don’t look too good.
Each individual family is going to have to take care of its own and put a plan together to protect their children: private school, home school, or move to certain parts of Florida.
We’re calling them enclaves now? :)
NY is the East Cast home base for the corrupt teachers unions. Hochul fights charter schools and wants to keep her schools the most expensive and lowest performing in America.
Parents should do everything possible to home school. It’s amazing how much children can learn in only about three hours of structured instruction per day.

Families that actually care about their children are already out of the system, private schooling for the more affluent and home schooling for the less. The kids in the public schools are the kids that have no parents that give a damn about them and just want the gubmint to keep them out of mom’s hair through the day. The increasing number of home and private schoolers degrades the system even more because the brains and the motivated kids are abandoning it making for ever less pressure feedback from parents and more pressure from the unions
Limiting the pool skews all kinds of results.
Take the transgender control group in one major study. 80% dropped out of the non-affirming control group, and so they applied the results of the remaining 20 without finding out why they dropped out. Likewise, they eliminated other participants from the main group, and used upside-down tests to impute from them.
