Possibilities include:

• They ran a test and they weren't willing to execute commands to launch.

• They aren't LGBTQ+ so are being cleaned out to open positions to reward those who are.
• They somehow failed to take appropriate measures when the Chinese balloon passed by. (Though shooting the balloon out of the sky would seem to have been the appropriate measure.
