13 pallets is not truckloads.
One truck can hold 26 pallets depending on the commodity’s weight.
Typically 45,000 is the maximum freight hauled because the truck and trailer weigh around 34,000 . The legal maximun TOTAL weight is normally 80,000 pounds.
A full truck could bring 5,000 one gallons jugs of water,maybe less because containers and pallets weight must be considered.
If Trump haf gotten better advice he would have brought a load of water dispensers that use the big jugs,and a load of filled jugs. Then those would be useful in the long term as the big jugs are reusable/refillable.
And the people would have a daily reminder/evidence of help instead of a one shot bunch of disposable bottles to clean up .
