It doesn't become a crime statistic if it's not reported. They're telling cops not to stop anyone for traffic violations, telling cops not to arrest people for certain crimes, or theft below a certain amount. When you downgrade the crime, or ignore it totally, you give the appearance that your crime rate has lowered. It's doesn't take a math genius to figure that one out.

It's been 20 years since I retired from my job as Correctional Sergeant with New York State. Before I retired, they'd already started discouraging officers from writing misbehavior reports on the inmates, and the reports that they did get, were either tossed out, or downgraded to the lowest Tier in the 3-Tier reporting system that was then in place. It got to the point where officers stopped reporting stuff because their reports were either going to get tossed out, or downgraded to the lowest tier, that required little or no punishment. Why bother?
