It makes sense that most “missing children” are custody disputes.

The other parent is the one most likely to have a stake in taking the child.

I don’t see it as a “misuse” of the Amber system—it is an integral element of the system—and often one party will accuse the other party of child abuse as a tactic to gain or keep custody.
