The purpose of sending a balloon that large was for it to be noticed by private citizens, to create news coverage, and change the subject. It was a success.
The ‘package equipment’ was small if films of the shoot down are correct - so, size was an intentional part of the tactic.
“Look, SOMETHING SHINY” helped Biden change the subject and it gave him short term ‘hero status’ - and right before the State of the Union speech. That’s a twofer.
Did you notice when reporters would shoot out questions to Biden about the event he always had a big broad smile on his face?
