I always figured if crime got too far out of hand that vigilantism would pop up. It is actually taking longer than expected. The next level would be an organized version of this, like the various ethnic mafias of 100 years ago, though not necessarily ethnic.

YES!!!! I have been advocating for this every time I see the system has failed a victim and their family. Judges, Prosecutors, and Defense attorneys should be considered, as well.
