All of those offenses create major disruptions in the quality of residents’ lives. Ignoring this behavior will assure the likelyhood that certain areas will further fall into blight. Leading to an exodus of service and retail providers. Guess who lives in most of those areas? Yep. To put it bluntly this decision is racist in the end results.

No. Hit and run does not only apply to an accident involving people it also applies to leaving the scene of an accident where there is only property damage. The charge of vehicular homicide applies when it involves a person. That is a felony.
If such crimes aren’t prosecuted, victims will cease reporting them. The resulting “decrease” in the official stats for these crimes will be heralded by leftists as proof of this pro-criminal policy’s success.
Couldn’t happen to a better county. Some of the most unhinged liberals I’ve met in VA live there. One lived in a 9,000 sq ft mcmansion - and it was just him and his wife, their kids were long gone. They were deeply in debt and he whined about it constantly.
