I presume that means gross offset by credits to result in a net of zero?
The credits go to the feds to buy voters.

until they come up with something to replace plastic, they are never going to end our need for petroleum. I see NO ONE trying to come up with such a replacement, and the powers that be KNOW that plastic accounts for a significantly large percentage of petroleum output, so this means they are lying to the world when they say shit like net-zero.
never going to happen because they are not addressing all aspects of consumption.
