That can be true just about anywhere these days. Finding the correct primers, powder and other components can also be a challenge. With the proper equipment however, the results can be better than factory.
I should add that knowledge and experience is also needed to produce the best results.

Not as easy to beat factory as it used to be.
But for a load developed for a certain gun, like a light 45 target load, factory doesn’t make it, and it’s way cheaper. And loading is fun, too. Oops, I have nails in my garage, and that makes me a scheming explosives producing psychopath.

Multiple cases at a time at least. Mrs L loves trap and, back when we could find it anyway, we were paying $60 a case for #8 trap loads. Fiochi IIRC. Now it’s double that if you can find it.
I used to get it from a guy who owns the company that makes the machines that throw the birds. He bought by the pallet. Usually 10 at a time.
He says he’s getting quotes 10-12 months on deliveries these days.

Our shotguns are standard calibers; but we have a collection of handguns and rifles many with cartridges that cannot typically be purchased easily if at all.
