A pastoral counselor operates in 2 realms. If in the realm of their Christian faith, then it is a religious counseling that is guided by scripture and doctrine.
For a traditionalist Christian, sexual immorality is an historic Christian issue and much is said about it in scripture and doctrine.
The state has zero authority in such things.

HIV causes premature aging. The first article I read in 2014 said HIV infection causes its infected to age 14 years. Last 6 months, they’ve started writing HIV infection causes 5 years premature aging. Last article I read was about how poorly HIV infected do with cancer, which is what it said in HIVplusMag’s 2014 article. and other passages in the Bible as long as they admit it is fiction,
and they can meekly mention the Ten Commandments only as the Ten Suggestions about other matters.
