(Note, not a typo this is a Road Ranger not a Rump Ranger)

I would suspect this woman either was manually ejected from a vehicle or jumped out herself

Fox 13 Tampa Bay reported during the newscast that the unidentified woman has since died. That report is not yet on their website.
