Simply establishing who exactly is part of the treaty by checking who signed the treaty, is according to you "parsing". Its ridiculous to accuse the West of violating Minsk 2 when NO western leader or their Foreign Minister or ambassador signed Minsk 2.
In great irony, Russian ambassador actually signed Minsk 2, but the Kremlin spokeswoman said Russia is not a party to the Minsk agreements.
