Handing out other people cash directly to the general public sounds to me like an undeclared political donation coupled with buying votes to me.

The Mayor’s Fund for Los Angeles brings together the best of private, philanthropic, non-profit and GOVERMENT RESOURCES to take on the city’s most pressing challenges.
She was also using government employees to solicit grants for her non-profit.
“Hows that application going? Have you contributed to the mayor’s fund yet”?
