The troops landed at Murmansk and Archangelsk were to deny the large accumulation of supplies at those ports to the Bolsheviks. They were not there to overthrow the Bolsheviks and they were far too weak to do that even had they intended to do so.
What does this have to do with the question of declaring war on the USSR in 1939?
