I don’t know if there is some kind of wheat embargo in place in Cuba, but I can’t see there being an embargo on already made communion hosts. Seems like there are a lot of countries nearby from which they can easily obtain them.
Actually, it has not varied at all in the Catholic Church.
It has always been pure wheat flour. You lose.
The essence of a sacrament is that it must signify. Jesus compared himself to a grain of wheat. Jesus instituted the Sacrament at a paschal meal, in which the unleavened bread is made of wheat flour. Barley, oats, and corn do not signify Jesus, so it’s wheat and nothing but.

Sorry, did not catch that at all. I will say we had a priest in the 1970s who decided to make his own hosts; what he came up with was a kind of whole wheat honey unleavened flatbread. It was actually tasty, but i have to think our parish went months without valid Eucharist.
Not validly. Communion hosts have the same recipe as kosher-for-Passover matzohs: wheat flour and water.
