No. I mean funds that have already been appropriated but haven’t been spent. Let’s say, Biden wants to send Ukraine $20 million. These funds should be taken out of the last budget passed by Congress. Divide it up between every funded program on a percentage basis.
This money would should be spent to protect our borders, assist victims of hurricanes, fight crime, etc.
