In my line of work, we have people that frequently ignore certified letters. We don’t have to prove that they received it (or accepted it), only that we sent it certified.

I recall service on a guard at my workplace, a large defense contractor. Quite an embarrassment for all involved, the recipient (a lawyer himself) soon was no longer with the company.
It took the GOP not one, but two rounds of voting to remove that POS from her leadership position. And even then they only did it because they succumbed to intense pressure from voters. Most of the GOP still probably sympathizes with her views.

The private security guards at Maralago can be served, not the SS. In some cases, you can just post the notice on the door and leave it there, and that counts as legal service even if nobody is there to accept it.
