I think the book Live Not by Lies discussed how people in the former Soviet Bloc and in Germany during the Nazi regime addressed that. I did read a review which suggested we needed more of a plan for our current times—i have not yet read the book myself.

Your invitation to look at other nations is accurate; even a look at Rome itself 50-310 CE would be instructive. A lot of my brethren and sisteren would find the whole “live at peace with all men as much as possible” to be the challenge that will get them gulag-ed or camped.
But it is a sin against charity to do so.
