In NY the Attorney General represents the State of NY. I don’t think she generally (ever? I don’t do criminal work) has authority to file a criminal matter, which is in the hands of District Attorneys.

How does the NY AG have standing to sue. If he defrauded a bank by inflating his property value, a bank has to sue. If he defrauded the state out of tax dollars by inflating his property’s value, this is opposite day.
