Volvo in Southwest Virginia had the same problem. Management and the National Union made a deal and it was rejected by the local. This happened about 3 times before the deal was signed.

You make a good point. Wall Street Journal gives us one number. There’s probably not the whole story. Is WSJ trying to give us a false impression?
