Reading between the lines, I think this is what she is saying:

"Apparently, some of you don't understand that government officials are your betters and are entitled to spend your tax dollars for our benefit because we know how to better spend the money than you lowly taxpayers. I probably deserve additional compensation for having to respond to you uppity taxpayers."

Someone should ask the mayor this:

"Surely, some other black female employees of New Orleans must have flown on business travel. Were you also concerned about their safety and made sure they had first-class tickets or does that concern for safety only extend to yourself?"

I would also like to see the mayor explain exactly what kind of danger there is in the coach section of an airliner.

The seats in the rear of a plane are statistically the safest in the event of a crash because the tail section often detaches before the rest of the plane catches fire from the fuel tanks in the wings.
