Without Congressional approval no debt forgiveness is possible. The President can slow payment requirements. He can not unilaterally forgive loans.

Two of my three low end renters who received Covid rent relief, government payment of rent and electric, were totally broke when the payments stopped. As near as I can tell the sudden influx of money, as one was employed and the other was on Social Security and getting along just fine, destroyed them. The destruction was devastating and complete, so I think drugs was the mechanism.
Giving people helicopter money is a recipe for disaster.
