That means they will have to use governmental power, maybe even force, to restore the rule of law. Otherwise, there will be no change.

Your agency is in disrepute and is completely corrupt.
You crossed the line into suppressing legitimate expressions of political dissent. So like any secret police, you actually deserve any resistance people can organize.

Saying the FBI needs to be reformed is not a threat. It is the logical conclusion given the Bureau’s actions over the past 30 years or so.
