For me, what you just described is the crux of it: In other words, I have no doubt Trump was “in the wrong”, if for no other reason, because that is the nature of bureaucratic red tape - by design.
Partisan bureaucrats love a world in which compliance is so complex that it’s impossible to entirely avoid being “in the wrong”. That way, they get to pick and choose when to enforce or when not to enforce and can thereby weaponize the system for politics or personal gain.
So, in a sense, Trump likely being technically “in the wrong” is irrelevant to the question of whether outrage over the raid is warranted. At least that’s the way I see it.
