I believe he negotiated the Epstein plea deal. Mr. Reinhart, who looks like a clone of Mr. Chuck Schumer, donated to Barack Obama’s campaign and also to Jeb Bush.
Mr.Reinhart, IMO, has exquisite information about the pols, Judges, high earning titans of industry including bankers and tech gonzos who were cozy with Mr. Epstein and visited his properties including Pedo Island. We would like to see a list of the many “Johns” whose identity has been hidden.

Probably the federal District Judges in that district. The president only appoints federal magistrates if there is an opening because someone didn't complete a term in office.
