Most likely the sky would be filled with protective ROC fighters.
The Red would have to get past the ROC fighters, and then US fighters.
One option would be to have her fly in on a commercial flight path and time.
Another option would be to hover off Taiwan until Xi’s fighters would run out of gas unless they fly home.

Besides, if you do One China (as we have embraced along with Russia) then the Government of China (The CCP) has every right to veto Nancy’s trip.
