This is too bad. It would have been an excellent addition to an already very good arboretum, which already has an extensive Asian plant and bonsai collection. If the FBI was worth more than a pile of dung, they could have easily overseen the construction to prevent any spyware from being installed. The location would have been on the northeast corner of the park, and is not close to anywhere with a direct line of sight of the Capitol. For that, you need to go to Mt. Washington on the west side of the park, which has a very nice view of the District.
