Misleading headline, the current civil servants are democrat political hacks.
If the GOP takes over they shouldn’t be ‘replacing’ anyone. Eliminate every agency that didn’t exist after George Washington left office. Period.

Cut the federal workforce.
Reduce budgets to all federal government entities.
Reduce regulations.
Reduce the number of regulators.
Let bureaucrats retire and then do not replace them.
Eliminate departments.
Get rid of redundancy.
Cut.

The old pre civil service “spoils system” was far less dangerous to the Republic than the Civil Service is.Better by far would be repeal of Civil Service and elimination of all the agencies, Departments, commissions, etc. and to start over with Washington’s Cabinet.
The crime syndicate infesting the viscera of our government feels threatened.
