Just proof that throwing Federal money at something does not always work. When Senator Robert Byrd was still alive he steered hundreds of millions of dollars to West Virginia on numerous Federal projects and programs over several decades. If WVa is still at the bottom of the ladder it is not because of a lack of US taxpayer money.
The “reaching” is only supposed to go oneway.
