PUTIN PROPAGANDA since 2014 created criticism of the Azov Regiment.
Jewish anti-fascist activist Nathan Khazin formed the backbone of Azov group during the Automaidan. During the 2014 Russian invasion, the Ukrainian Military was not professional fighters that were not prepared or equipped to fight Russia & their separatists partners. Civilians reacted by creating “volunteer battalions” militias and paramilitary groups.
In April 2014, Minister of Internal Affairs Arsen Avakov authorizing these new paramilitary forces of up to 12,000 people. September of 2014, the Azov Battalion was reorganized to from a battalion to a regime & officially enrolled into the National Guard of Ukraine in Nov. At first, these Black Corps and Eastern Corps were based in Kharki responsible to defend the city against any possible pro-Russian. Any issues stopped within the city causing their new deployment to Eastern Ukraine. The battalion received training near Kyiv by instructors with experience in the Georgian Armed Forces. This group was mostly funded independently of the state. Jewish-Ukrainian billionaire and oligarch Ihor Kolomoysk was the primary financier.

The regiment’s size was estimated 900 to 2,500 combatants in 2017–2022. HOWEVER, Most of the unit members are Russian speakers and come from the Russian-speaking regions of Ukraine. It also includes members from other countries.

As far as the actual paramilitary unit goes, while there was disagreement as to the extent to which the Azov Regiment had allegedly abandoned its neo-Nazi ties, articles published by the likes of the Atlantic Council in 2020 and Michael Colborne of Bellingcat in 2019 argued the opposite.
(Plus, it's really difficult to ignore the Telegram photos that keep popping up of Ukrainian soldiers and POWs who have an abundance of Nazi symbolism tattooed on their skin.)
