To paraphrase an old movie line: Kaliningrad may be the joker in the deck. Someone in the Russian gov’t has proclaimed that Lithuania “illegally” separated itself from the USSR/Russian Federation. Combine that with Lithuania closing down landline communications and supply lines from Russia/Belorus to Kaliningrad, this could become a ‘flare point.’
I think I get what you mean.
“Target. Cease fire” is the command a tank commander gives to his gunner after he shoots at and hits his target.” It can also be used by an artillery forward observer to the firing battery shooting at a enemy target.
