He is buying time and compromise. The dems have both houses and POTUS they already said they will bust the filibuster using the Henry Reid rule so they have the votes in both houses even if one dems defects heels up breaks the tie. With a couple of GOPe they get political cover and the GOPe gets a watered down bill. Reagan did this in 1986 he was facing a veto proof majority so he signed NFA 86 to save handguns the real target of that bill.

I looked for any news about that and the Henry Reid filibuster-buster. None was out there.
