How else would anyone interpret the goal of "countering misinformation" other than they intend to decide what is true and what is untrue and quashing the latter?
It sounds to me like the right did the nation a service by exposing this monstrosity.
I am fairly sure that they Post meant to say something like "How the Biden administration let right-wing attacks derail its efforts to fight disinformation" or something like that. Instead, it reads like it was the administration's efforts at creating and using disinformation that the right-wing defeated. Either Lorenz or the editors or both missed that. Or their a** is showing mightily.
