At work you can have people log into a copy machine so you know who made a copy. Is there any security like that at the court?
Also you should know who has a copy of any document. Check the email record. I doubt they just make copies then run around handing them out. Even that way you would know who received a copy.

I got the impression from reading Rehnquist’s book years ago that SCOTUS clerks were GS employees. So they’d have to be US citizens, unless the justice could prove that no American citizen could do the job, and they get thousands of applications.
Maybe the rules have changed since then.
I am surprised that citizenship isn’t a requirement to work at the Supreme Court.
