I’m as skeptical of anything coming out of that region as the next guy, however, this seems to me to at least have some credibility.
However, the sweeping dramatic language in the report is useless. Can you really say that war crimes is part of Russian military doctrine, or is it two idiots on a power trip during a war?
This looks like a report designed to extract US taxpayer money for the benefit of one of the two (my opinion) evil parties in this conflict (with the usual financial feedback loop to corrupt US cronies/politicians).
You gotta have a war, or a panic of some type to cut through the red tape and accountability before you steal a sackful of cash
I’m all for going after any perpetrator of a war crime, wherever they come from using whatever evidence is available. This would appear useful for that.

Not believing CNN is one of my guiding principles. But it is possible that Russian troops are going on the assumption that any adult male Ukrainian, having been ordered to take up arms and fight the invaders, is a legitimate target. That civilian defender would not hesitate to shoot a running-away Russian soldier in the back. It's a WAR! You kill the other guys, if and when you can.

Why do you care about what Russia is doing in Ukraine? Is it because it distracts you from the knowledge that we are about 3/4’s of the way through a complete takeover of the America we grew up in and that is too difficult to handle?
My theory is that the Russia v Ukraine scuffle is a distraction very much like a video game. It is fun getting fired up over something you personally have nothing to do with. All of the worry and bluster, yet nobody is massing in DC to take down the US government. It is still legal you know, to protest, to occupy, to DEMAND change.
Or you can worry about the people dying there, while all cause mortality is up 40% in the US and the leading cause of death of teenagers is suicide.
