Well, now that a full 14 km of the Texas-Mexico border will be patrolled by incorruptible Mexican law enforcement, the problem is solved.

Nuevo León only has a small sliver that touches Texas.
He used the Trump method. Take something away that will hurt and wait for their response. Worked fast.
The catels own these Mexican border governors. They get very annoyed when product is not moving due to these enhanced inspections. Plus odds of seizures goes way up. This is real world hardball.

There was a post here on FR ages ago which showed the Mexican government only controls 70%-75% of the country. The rest was controlled by cartels. It’s probably worse by now.
BTW, Presidents Calderon and Trump had a good relationship. Even though Calderon is a socialist.
