We were creating hazardous biological agents to protect our side from harm in case the other side someday tries to create the same type of biological agents.
Whether this is bad, all hinges on what the meaning of the word is... is.

does not pass the smell test. Why have the labs in a country that can’t be monitored in an effective way? The difference between weaponization and research is not big at all and if you were to weaponize it you would want the lab near the deployment area so securing methods against accidental release are in place.

It's some progress being made. A few months ago there were NO BIOLABS in Ukraine and the idea was laughable. Department of Defense even took down their webpages on it.

I’m suspicious of the wording here.
It doesn’t matter regardless - fertilizer isn’t an “offensive weapon” but it can be.
